The State of Ohio wanted to implement an Enterprise Shared Services capability while ensuring that the underlying ERP assets (PeopleSoft) were operated in the most cost effective, efficient and manner. In light of increased focus on state budgets, the anticipated savings to Ohio taxpayers as a result of the Shared Services implementation, combined with a Managed Service for the PeopleSoft Human Capital Management (HCM), Finance (FIN) and related CRM, ELM and EPM modules were significant. Additionally, the State's strategy includes additional implementations of centralized Procurement functions that will leverage the Managed Services capability.
In a multi-year engagement, Top5 led the business case development for both the Managed and Shared Services models, performed strategic sourcing efforts that resulted in an $86M multi-year contract with an implementation and operation partner, and provided project management and oversight capabilities via our Quality Assurance practice to help ensure that the business objectives and financial savings were met and delivered on-time, on-quality.
As a direct result of Top5's assistance to the State, in excess of $45M in annual savings were realized across the Managed and Shared Services initiatives. Top5 lead the transition to the Managed Services vendor over six months, and performed project oversight to the Shared Services program which went from “design to live” in less than eight months.
The Commonwealth of Virginia was seeking to modernize its core financial systems, remove years of customizations and move to a contemporary vendor supported ERP platform. This platform, initially designed and implemented for the Department of Transportation, will be extended to support the entire Commonwealth's needs, will be developed by a leading integrator and its infrastructure provided for by the Commonwealth's infrastructure provider.
The Commonwealth engaged Top5 to support the evaluation of competing packages, and to develop and analyze requests for proposals for a complex, multi-year, multi million dollar PeopleSoft implementation. Our engagement was extended in scope to assemble post-go-live support requirements for the system, lead the negotiation and sourcing a contract, governance framework, multi-party statement of work and service level agreements for the Commonwealth's solution.
As a result of our partnering with the Commonwealth, the State will reap the benefits of a fully modernized and contemporary ERP while dramatically reducing the operational costs associated with the ongoing operations of a 10+ year old legacy system. As a result of Top5's participation in the program, a significant percentage of the implementation and post-go-live support costs (25%+ and 30%+ respectively) have been removed in addition to designing a low-risk implementation program for the Commonwealth.
